Chapter Title : Compromised Solutions.  

What I would do if I could direct policies but could not eliminate taxation or change the geographic size of government to create international land or non governmental territories nor could I eliminate corporations

Let's say everyone has to participate in government and there is no international lands international waters or non governmental territories and people must be taxed to pay for government services but I got to choose how the services were provided and how the taxation process was managed.  

Policies

Method of taxation - Flat Sales tax and taxes for services only only.  

Complete elimination of all other types of taxes 

Income tax, property tax, inheritance tax, etc.  Only Special legal entities that get special legal treatment should pay sales taxes.  

Special legal entities should pay a price for their special legal treatment

Organizations that register as corporations currently get special legal protection.  If someone dies in a accident as a result of corporate policies the owners, managers of the corporation and employees are often not charged with manslaughter but merely forced to pay a fee or settle damage in lawsuits.  If smoking really caused cancer and the corporate owners of cigarette corporations really knew it and kept it secret from the public perhaps they should have been thrown in jail for life for manslaughter.  But let's say that will never happen and people will continue to get special legal protection when working as a business registered as a special legal entity that a regular individual human does not when managing a business that is not registered as a special legal entity.  Then I propose all businesses registered as special legal entities should pay a tax in exchange for that protection, a tax that no one else has to pay.  This tax would never apply if a single individual human with no employees nor business partners sells material goods or services while not registered as a special legal entity.

Fine details about corporate taxes

There would be no other corporate taxes except the flat sales tax.  No tax exemptions for corporations.  Only corporations or possibly companies would pay taxes.  Individual business owners not registered as a special legal entity and not working as a group would never pay taxes.  Income and property tax would be completed eliminated.

Special taxes for services

These taxes for services might be called service fees instead of taxes.  No one should be required to pay taxes for services they did not request for themself or on behalf of someone else unless they meet the requirements for having to pay mandatory sales tax.

Special taxes for services can be applied if someone pays for public schools, universities, mailing letters or other optional services through the government.  Buying a stamp might be an example of a optional tax for mailing a letter in the present time although that might become recent history if the post office changes how they charge for letters to another physical mechanism.

Universities and Public Schools and Taxes

No one should be required to pay property tax to send someone else's child to a babysitter at public school where that babysitter brainwashes the child to support raising taxes to pay babysitters more.  If public schools can not be eliminated people should have to pay a fee to babysit their own children at public schools.  People who want to opt out can homeschool their kids or not send them to school at all or pay for private schools.

No one should be taxed to pay for someone else to get a University Degree.  If public Universities can not be eliminated then there should be no tax payer subsidized grants, scholarships, fellowships or student loans.  People would pay a fee to go to Universities instead of getting taxpayer funded, grants, scholarships, fellowships and loans.

If taxpayer funded Universities grants, scholarships, fellowships and loans can not be eliminated than then they should be payed for by sales taxes on special legal entities alone and people who do not meet the requirements to pay sales tax should never be required to pay for Universities.  

Changes in Public Schools to offer the same level of education or better as Public Universities and Colleges if people must pay for them

More over if Public Universities are being paid for buy sales tax and public schools are also being paid for by sales tax.  Then Public Schools should teach University curriculum.  It should be possible to get the equivalent amount of knowledge of what is a Bachelor's Degree today by fourteen years old and the equivalent amount of knowledge of what is a PhD at Universities today by eighteen years old by going to public schools.  People should get a PhD degree if they do the equivalent of what is taught as PhD courses in Universities today and complete a dissertation with a Thesis upon graduating high school.  People should be able to take college courses someone would normally complete for a bachelor's degree before even attending high school.  This can be done and is possible since people who home school there kids often report teaching them first semester calculus around twelve years old.  They could be working on or complete fourth semester calculus by around fourteen year's old.  This would match or exceed the amount of math required for most Bachelor's degrees.  This means it is possible for a common fourteen year old if properly educated to get the same amount of education as what barely passes for a Bachelor's Degree in today's "Universities" if Public Schools were managed correctly.  Maybe you can get your first Bachelor's degree and PhD for free while going to Public School if Public School must be sales taxes funded.  

Someone should be able to get a Bachelor's degree and a PhD before they turn 19 years old.  ( I said before 19 years old because someone can graduate high school at over 18 years old and under 19 years old. )  If someone is 19 years old or older and wants additional Bachelor's or PhD degrees then they should be able to pay tuition at a University for adults out of their own pocket for more such degrees even though children could get such degrees for free by attending public schools if this was paid out of sales tax.  If people are given unlimited such degrees even as an adult it might be too expensive to be covered by sales tax.

If someone is too lazy or too stupid or has no time to complete a Bachelor's degree or PhD by the time they graduate public schools then they can get a lessor degree or they can choose to postpone there allotment of public school education to until they have more time, such as not attending public schools until they are older.

Mandatory Agriculture and Basic Survival Curriculum 

All Public Schools should require a mandatory curriculum in how to grow plants for food, purify your own water, how to prepare food for eating and basic life skills for survival that are not currently taught in public schools.  Only someone who is severely physically disabled should be exempt in which case they should still be required to explain verbally, in writing or in sign language how someone who was not severely physically disabled would do such tasks.

Mandatory Curriculum on Cult Psychology

All Public Schools should explain how cults use information phobia as mandatory curriculum.  This is not the same as giving preference to a certain religious denomination

Mandatory Curriculum on Math 

All Public Schools should require people to understand how to multiply, divide, add and subtract integers and fractions.  Someone who does not understand how to do these things should not even graduate with a lessor degree.

Elimination of Non Remedial English classes for native English Speakers in native English speaking countries.  Replacement of English classes with Foreign language / English Translation Classes.  Non Native English Speakers can take their language / English Translation classes along with the Native English Speakers wishing to learn that language.  English Dialect to English Dialect translation classes can also be provided

If a native English speaker can not read and write in English they can take remedial English language classes until they can do so.  Once someone can read and write in English there shall be no more English language classes available to them except one's involving translation.  If someone is severely disabled they can continue to take remedial language classes for however long it takes however most Native English Speaking children will complete the remedial English classes by 10 years old or earlier.  After about 10 years old or earlier there will be no more English classes except translation classes for most children.  No more wasting Native English Speaker's time with mandatory English classes to graduate from High School.  English Literature Classes in which teacher's force children to read fiction books shall be completely abolished.  Translation classes shall be optional for those who want to pursue English education further.

To prevent anyone from complaining about being discriminated against because they speak English just another dialect than taught in the remedial classes.  There can be translation classes from one dialect of English to another such as specific regions of Britain, Canada, Australia, the United States, or other English speaking countries and also dialects such as Ebonics.  A large section of people in African countries either speak English or French and English is a common language in India,  People who immigrated from Jamaica to the British Isles spoke a different dialect of English using different vocabulary resulting in test score differences according to the claims in the documentary "Subnormal."

If a native English speaker can read and write in English they shall be allowed to take combined English and foreign language translation classes instead of pure English classes..  Non native English speakers can take combined classes containing English plus their native Language.  For example someone from Mexico can participate in a English Spanish Class along with Native English Speakers who want to take English classes.  In this example both the Native English Speakers and the Native Spanish speakers would be tested on translating Spanish to English and also tested on translating English to Spanish.  If someone who was a native English speaker wanted to take English only classes they could but only on remedial levels until they learn to read and write, after that the only English classes available would be translation classes.

Reproductive Education Shall be taught objectively like a University biological or medical science class and not as propaganda piece promoting or discouraging certain lifestyle choices

There shall be no lying to people telling them they can change biological gender.  Reproductive body parts shall be taught in the manner taught in a medical class.  There shall be anatomy and physiology tests related to reproductive body parts.  

They shall be medically tested on textbook knowledge involving understanding STDs, childbirth, pregnancy, menopause, menstruation, and other topics in a manner similar to that taught in University or College Biological or Medical classes that a anatomist, physiologist, midwife, nurse, doctor, pharmacist, physical therapist or occupational therapist might have to complete.  That is in an objective knowledge of how to deal with the medical aspects of these things instead of in a propagandist manner to tell them what type of lifestyle to live or not to live.

People shall not be told that surgery or hormones can change their biological gender.  It shall be explained that so called gender reassignment surgery is objectively a fraud and a form of medical quackery.  They shall be explained that this so called surgery removes body parts from people and can not cause them to start to have body parts that another gender has which there gender does not.  They should be told that such surgeries tend to result in physical pain and difficulty going to the bathroom for the rest of someone's life in some cases.  They shall be told that such surgeries are a form of castration or sterilization.  They shall be told that such surgeries cause the inability to have biological children if a sperm or egg sample is not collected prior to surgery.  They shall be told such surgery will make them unable to do standard reproduction for their own gender and will not enable them to do reproduction as the gender the surgery fraudulently is claimed to change someone to.

Being told the truth about the physical consequences of surgery is not the same as telling them it is wrong to wish they were born another biological gender.

They shall be given STD statistics with different lifestyle choices without being told what lifestyle choice to make or not make.  They shall not be told that one lifestyle choice shall be praised and worshiped and given special parades and holidays and a free pass to do whatever they want and the other lifestyle choice blamed for the oppression of humanity.  They shall not be told that they are bigoted if they do not celebrate those lifestyle choices nor shall they be told to be bigoted against people with those lifestyle choices.  Instead they shall simply be presented objective information about the physical consequences of different lifestyle choices in terms of how they tend to effect people's health.

 

Special Taxes for services and free vs extra security protection

There would be no tax for the services of police defense, military defense, fire department or courts but these would be funded by sales tax alone.  However someone could pay an extra voluntary service tax for extra protection perhaps.  

Extra protection would not mean bribing judges but might mean more police or fire fighters patrolling an area you request.  There might be services like special security requests that someone can pay a fee to deal with for odd situations that they want help with that do not warrant arresting someone.  Or perhaps these special services can be covered for free as part of the sales tax described later.

If you are going to throw a special event you might be able to pay a fine to have more police show up near that event during a certain time period

Extra protection fees and more police near your house

You might be able to pay for more police near your house or more police near your house on days you feel scared because you suspect someone with malicious intent is nearby but do not know they are there for sure 

Extra protection fees and sending someone to talk to your neighbors

You might spend money for extra protection fees for someone to negotiate with your neighbors if there is some conflict that really is not worth throwing someone in jail over but you want someone else to help you resolve.  For example if your neighbors always throw loud parties or are doing something on their property that effects your property.

Extra protection fees and mentally ill people

For example if there is someone who seems mentally ill who you are afraid might harm someone but has not done anything you can arrest them for yet, perhaps you could pay a small fee to assign a special mental health unit to talk to them and try to help them without killing them as some police have done when sent on safety checks or mental health checks.  

Extra protection fees and beggars

Let's say someone is complaining they need help right now because of some sort of financial emergency.  You could pay for people to talk to beggars and manage them for you if you are busy and have no time but want to help them.  Maybe they would bus them to a salvation army for you or other charitable organization or something.  Really there would be no need to pay for beggars in most situations in this type of society because the flat tax would also come with universal basic income but only enough to barely get buy, so that if people spend all their money on luxuries like entertainment, gambling or vices they should not get any extra financial assistance.  Perhaps if someone is disabled to an extreme degree instead of just a moderate degree they might need extra help with disability related expenses that exceed the universal basic income which a charity organization can deal with.

Extra protection fees and animal and wildlife services

You might pay extra to send in wildlife teams if foxes or coyotes are near your suburban or urban neighborhood where you do not know how to manage them if you do not want them killed but want the public protected.  Police have either done nothing or eventually shut down wild animals in some suburbs or urban neighborhoods after enough phone calls not knowing what to properly do, on behalf of citizens who wanted to keep people safe but did not want the animals killed.  I would guess this does not happen as much in rural areas where people know how to deal with wild animals and are better able to evaluate if they are dangerous in different situations being more exposed to them.  Special requests related to animals might also include dealing with injured, frightened or trapped animals such as animals that fell down a well or hole or got caught inside some other object by accident 24 hours a day,
